If the clean macOS shows an ssl error then you have found the issue, can the DP be accessed via port 80? You may want to try duplicating your DP, changing this new DP to http and testing a policy using a policy and in the packages payload set the DP to the insecure one. For https on DP’s the ssl cert must be valid. If the ssl cert is expired or self signed, your macs will not download anything. In addition, verify connectivity if no packages have been uploaded. It is required the the destination JCDS be marked as the principal distribution server.

Last December we upgrade from JAMF Pro 10.14 to 10.25.Having to major issues with JAMF Pro servers and I am at a loss, on top of that JAMF Support has not provided any viable solutions as of yet.
